Risk Mitigation Strategies for Investments in Emerging Biorefinery Technologies
Advanced biorefineries and negative emissions (BECCS) are key elements in the energy system transition, yet investments are few and many initiatives are abandoned before the final investment decision. The main reason is a complex mix of risks and uncertainties outside the control of investors, especially related to market and policy aspects. This project addresses these challenges by identifying and evaluating risk-reduction strategies for investments in advanced biorefineries. The project combines analyses of past investment decisions and lead times with an assessment of technology strategies that can reduce risk exposure. Together with proposals for policy and support tool packages, this is used to develop practical recommendations for political decision-makers, and for investors and biorefinery plant owners. We thus aim to contribute to increase the probability of realising new advanced biorefineries on time.
